Yeah. Sales, wait for 'em. I just picked up Necro 4 for 50% off. Couldn't get Reaver's Reach or Devils of Shavarath, too, much sadness. But very glad to have the full Necro set nonetheless.
Though I haven't reviewed it yet, I'd actually bump Threnal over Tangleroot for a few reasons: They cost the same, the favor is almost the same (Threnal offers a bit more), Threnal has better rewards (Mantle of the Worldshaper [which doesn't stack with Voice, but still], Retribution [I think it's called, Pure Law, Pure Good, Holy Longsword], and a few other neat things), and the level range has less content to give XP. Gwylan's and Tear are awesome and I love Xorian, but they get old and obviously the XP goes down each time you run them. For the level range, I'd go Necro 1 over Tangleroot due to Necro's low cost, and get Threnal. But then, I'm not super fond of Tangleroot, each to his own.
Anyway, my picks
1. Delera's Tomb. Hands down, this is the best pack to buy. It's super easy to get a group for the core chain, because said chain has great rewards. It's quite expensive, but it's worth it. It also has several other adventures.
2. Necropolis. Great low level XP. Undead annoy me, but these seem pretty fun. Annoying mechanic forces you to play the first 4 tombs again before opening the big one, but they're not terrible in terms of time or rewards. As you advance, Necro 2 is also an excellent buy. Two of the "little" tombs offer good XP and are easy to form groups for because of it. Also, both packs are rather cheap (at 250 and 350, respectively)
3. Vault of Night. God I love this. Only 5 1/2 adventures long and no wilderness, but made of awesome. XP is amazing in part 3 (lots of groups for this, but can get brutal), and very good in part 4 (oddly, far fewer groups on this). XP in the Raid is superfine (about 20k on Normal for a first run), also pretty big favor. Added Epic setting makes it worth it twice in a character's life. Mid level (8-10, but quite playable through 13 even), so not for newbs, but worth considering as your level rises and you look for a pack.
4. Ruins of Gianthold. Unless you loathe grinding: GET. THIS. PACK. Though it's the heaviest hitter for points at a whopping 950, this thing is made of gold. Ten adventures, a Wilderness, and a Raid to boot, it also has a lock on the level 13-14 band. 6 of the 7 level 13 quests are here (for now, a new pack is going to be a level 13 set). Tons of favor (this pack is the Favor king) and XP to be had here. Many of the 14's are also here. I would rate this at number 1, but it's too high level for that. Lots of Gianthold "S/R/E" and "walkup" groups because the zone is grindy: you need to get Relics (20 each of three different kinds) to get access to the raid (the first time) and they come from quest end chests and Rare monster chests. The 9,000 Slayer doesn't hurt, either. A full kill of all 9,000 (which takes a very long time and many visits) grants gobs and gobs of XP in total: Nearly 200k! That's over 10% of the amount required to go from level 1 all the way to level 20. Also, this pack is at the level range where I would say that buying content really becomes required. If you haven't bought anything by this point, this is a great place to start. The only drawbacks are the cost and no Epic setting.
5. I don't really have a fifth pick. As I said, buying content becomes required as you start to edge over level 10/11 or so, so lots of higher level packs could be highly recommended (though the few new quests helped lighten that load). Though I haven't done more than toe at it, Vale of Twilight is an excellent choice. It's the XP king and has huge favor, plus the second most popular raid in the game (only behind Tempest Spine 'cause it ain't free): The Shroud. Shroud is popular mainly because of the awe-inspiring power of Greensteel, a set of hugely customizable weapons/equipment. Also, due to the requirements of making Greensteel, there are lots of groups in the Vale. Second for the slot (and a lower level choice) would probably be Three Barrel Cove. I haven't spent much time there but it's a nice level band, a big Wilderness area, and lots of quests to do. They have a good variety to the, also, so there's a little something for everyone (plus one of the games few low-monster, puzzly-style quests).
